I just got so inspired browsing around all the amazing looks in The Penguin Challenge we did a while back, I just had to create some "frozen" lips!
So out in the kitchen again and poured out some sugar.
I used Sleek Eau La La Liner in Blue Moon with OCC Lip Tar in RX and then some sugar to top it of!
Voila!
